This looks very much like **Euphorbia characias**, commonly called **Mediterranean spurge**. The narrow blue-grey leaves packed around upright stems are characteristic. It’s an evergreen perennial that produces large heads of **lime-green flowers in spring**, and grows best in sunshine with well-drained soil. The pink flowers behind it appear to belong to another plant. ([rhs.org.uk](https://www.rhs.org.uk/plants/32728/euphorbia-characias/details))
