Raised Bed On A Stoney Soil Base.
Having removed the turf I would be inclined to fork some well rotted manure into the stony soil at a rate of approximately a barrrow/bag per meter squared. Then provided that your turf is not full of dandelion and other perennial weed I would turn it upside down chopping it up abit and then add a mixture loam based compost or screened topsoil and manure. In an ideal world you do not want to add well rotted manure to the surface to areas where you are growing root vegetables like carrots as this promotes the carrots etc..
