When putting down a new lawn in the winter the soil is often not very workable especially if its a heavy clay.When soil is heavy and unworkable its often difficult the work the soil to create the levels you require for a newly laid lawn.One tip to combat this is to spread screened dryish topsoil or sharp sand or a combination of both over the surface and work it into about 75mm. You will find that the soil becomes a lot more workable and it easier to create the levels you need.
As with all lawn preparation you are best to add your fertilizer before you start to work the area so that elements such as potash and phosphate are worked down into the rooting zone to encourage the roots of the grass plants to extend down into the zone in search of nutrients and in doing so make the lawn a bit more drought resistant
