Germination of seeds and different seeds will germinate at different temperatures.Most seeds will germinate between 68 and 89 F.If you are thinking of vegetables beetroot will germinate at a lower temperature that say a chili pepper.Now you can sow half hardy annuals, however I would hold off sowing most things outside until the daytime temperatures are consistantly warm and the soil has dried out.Other factors that need to be considered is that some seeds have a dormant period that needs to be broken by exposure to frosty conditions different seeds require different amounts of cold temperature hours.Some seeds such as sweet peas need to back the seed coat lightly scarified to allow water to penetrate to start germination.In all cases a seed needs to make good contact with the seed bed or compost/soil its sown in,no large air pockets and a constant supply of water/soil moisture for between 10 to 30 days
